Overview
Teryndal's Assembly is the national governing institution and government building of Teryndal, located in Irrathis near the Imperial Institute. The high arbiter leads Teryndal from the Assembly. The Xalmyrran Council operates nearby from the Institute.
From the Assembly, officials, aides, mages, attendants, scribes, and workers handle paperwork, laws, resource distribution, permits, records, tournament organization, military preparation, flood evacuation, defense planning, and emergency administration.
Building Layout
The Assembly is an imposing wooden structure that towers over Irrathis's main square. It has tall wooden doors, corridors, offices, official rooms, and a grand dining hall. The dining hall has high arched ceilings, polished oak tables, and room for high arbiters, council leaders, and visiting rulers to gather around maps, reports, and briefings.
The building holds papers, quills, maps, meeting rooms, and administrative records.
High Arbiter
The Assembly is the institution through which the high arbiter governs Teryndal. The office can direct officials, mages, soldiers, national policy, army musters, mage deployments, and public administration. The high-arbiter office operates beside the Xalmyrran Council, which serves all four Xalmyrran nations from the nearby Imperial Institute.
Xoltan, Xandor, and Xarion each hold the high-arbiter office at different points. Xoltan formally welcomes the atraxi after their arrival in Irrathis. Xandor later holds the office and remains an Assembly official. Xarion is elected high arbiter with Cassian at his side. From the Assembly, he organizes Teryndal's tournaments, directs military preparations, and negotiates across Xalmyrran council politics.
Administration
Maric advises Xarion in the Assembly and handles practical organization, recruitment rosters, and permits. Sarine is a trusted aide under Xarion, and Xandor keeps the institution functioning through heavy paperwork and emergency administration. Naryon later discusses trade, ocean routes, and political succession with Xandor and Sarine.
History
When the atraxi reach Irrathis, the high arbiter is already Teryndal's ruling office. Xoltan Morvayne is the first official contact for the atraxi after they reach the city. Xandor Morvayne is later appointed high arbiter while corruption, darkness, and debates over the atraxi's place in Xalmyrra strain Teryndal's government.
During Xarion's tenure, the Assembly is his political base in Irrathis. Aldar brings sensitive meetings there, Xarion organizes tournaments from its halls, and the Assembly's staff handles paperwork for recruitment, permits, records, and mobilization. The grand dining hall becomes a repeated meeting space for Teryndal and council-adjacent business.
The Assembly remains active through the cataclysm and Xarion's absences. During the cataclysm, the Institute and Assembly are shielded, and at least one Assembly-robed water mage pulls civilians from the flooding streets. When Xarion is absent or displaced, Xandor and Sarine keep Teryndal's administration running. After Xarion returns to Irrathis, he refuses to reclaim the high-arbiter office, and Xandor backs choosing a successor.
