Overview
Yǐngshuǐ is the commander of Raindawn City in Thundermarch. She serves under Emperor Feng and remains loyal to Garrik and Kaldaryn. As Garrik's coalition moves against Shroudvale, Maraveth, and the remaining shapers during the Maraveth War, she joins Garrik's planning, speaks for Thundermarch's water mages, and wears deep blue and gold command robes when Jin first meets her in Raindawn.
Maraveth Planning
Yingshui joins Garrik's planning during the Maraveth War and proposes acquiring or constructing skyships. By then, central Valrindor has quieted and Thundermarch remains safe. She speaks for Thundermarch's water mages when the coalition prepares enough water to flood the battlefield.
At Laizhou, she meets Jin after he loses Tianlei and brings him to Isrynn. Emperor Xu Mingdao is a puppet loyal to Kaldaryn and Garrik. Together, she and Isrynn outline the planned assault on Maraveth. Northern city-states also send troops, and public knowledge of Tianlei's loss would shake the people.
Raindawn
When Emperor Feng sends Jin to Raindawn, Yingshui receives him as the city's commander and kneels before him as Tianlei's returning vessel. A few lone shapers have appeared near Raindawn; she orders Zhang to stay and follow her commands inside the city, and supplies Jin with a map of Thundermarch's essence towers; its markings point him toward nearby tower clusters where the shapers may recharge.
During the Battle of Raindawn, Yingshui coordinates city defenses with Master Han, redirects younger mages to reinforce weak points, and secures the western flank with Isrynn. After Master Han sacrifices himself to shield Raindawn from the aftermath of Jin's clash with Zharrek, Yingshui remains with Isrynn and Zhang during the rebuilding. She can channel divine essence with a muted glow.
