Overview
The Council Citadel is the spiraling ruling seat of Ishtanur, Ulzathir's capital. It houses Ozaith's throne, the upper council chamber, and the sacred summit reserved for Ozaith and the ruling council. After Ozaith's death, Zain uses the citadel as his throne room, command center, home, and public stage for his rule.
Architecture
The citadel dominates Ishtanur's skyline as a golden spiral tower set among the city's dark stone and pale-gold buildings. Broad golden roads, monumental stairs, and spiraling staircases lead up toward its high chambers. The council chamber sits near the top with open doorways, wide windows, and open sky above it. Smaller Ulzathir government buildings echo its spiral design.
Spaces
- Ozaith's throne: The divine throne in the council chamber.
- Council and summit chambers: High meeting spaces where councilors gather, receive visitors, debate military plans, and meet powerful outsiders.
- Classrooms and living chambers: Spaces used for Helena's childhood lessons and residence under Nadun's care.
- Grand stairs and upper railings: Public and ceremonial approaches used for proclamations, departures, and high vantage points.
- Base parkland: A park at the base where Zain gathers trusted officers before the strike on Thalassai.
History
Tarazhi brings Aurelia, Viviana, and Gren to the Council Citadel when Aurelia offers her power to Ozaith. There, the council receives them in the open upper chamber, judges their magic, and later debates Myrravel's attempt to free itself from the Plains of Eternity by reaching the source. Aurelia holds a council seat in that period. Nadun serves near Ozaith's empty throne.
Helena grows up in the citadel among Ozaith's children. Nadun teaches her and her siblings in its classrooms, Helena overhears council discussions in its halls, and Nadun brings her to the summit chamber when her temporal magic awakens. Alistair Toss becomes her temporal teacher there.
After the failed invasion of Thalassai and Ozaith's death, Zain returns to the Council Citadel before addressing the public. Alistair Koss is seated on Ozaith's throne, and Zain kills him in the council chamber before using Ozaith's name to legitimize his takeover of Ulzathir. Zain later rules from the citadel, reviews Qadir's scout intelligence, hosts Raphael, proclaims Ozaith's changed state from the grand stairs, and launches the Ulzathir Invasion of Solvarria and the attack on Pyrenis from Ishtanur.
